SNOW REMOVAL / SNOW PLOWING
When snow accumulation reaches approximately four inches the HOA board will contact a snow removal contractor to help clear roads in the neighborhood that are not cleared by the city. Due to safety and access no snow removal will be performed until after the city has plowed Morency.
We have a snow plow map that we use to coordinate the services, some of the roads on the map are private and may not be shown on the map as roads to plow when we contract the services. Some of the private roads have signs stating “private road” which equates to private property. A private road is viewed as a long driveway, not a roadway. Although the HOA does not hire contractors to clear private driveways for any resident it is the decision of the board that a private drive servicing more than one house would get added to the map and get plowed, caveated by the fact that if a homeowner on one of those private drives opposes we simply remove that road from the map. By allowing contracted snow plow operators to enter the property and perform snow removal the property owners acknowledge to hold the HOA and its board members harmless for any damage, real or perceived.
Please understand that the HOA does not guarantee snow removal. There is no contract between property owners and the HOA requiring the removal of snow. Payment of the annual HOA dues is a requirement of the community and not a contract for services. You, the landowner and HOA member, are encouraged to attend HOA meetings, volunteer as a board or committee member, and express your solutions to any grievance you may encounter. Snow removal is and always will be the responsibility of the property owner and resident. Nothing in the record, meeting minutes, email, online, or verbally is to be taken as an agreement or commitment by the HIOA board to imply a guarantee of snow removal in any way.
Inherently, the plowing of roadways will create a berm of snow along the sidewalk and often across the property owners’ driveway. This occurs on streets plowed by the city as well as private contractors. The removal of this berm is the responsibility of the property owner as is the clearing of driveways. It is not the intent of the HOA to create a clear path to access the roadway from the property, only to clear the roads for traffic.
Snow removal is performed by an outside contractor and subject to the scheduling availability and safety guidelines of the contractor. The snow removal contractor will determine if conditions such as steepness and slickness of the road preclude them from safely performing these services. If the contractor feels there is a safety concern the road will not be cleared.
Due to winter conditions the HOA board does not inspect snow removal after it has been completed. HOA members are encouraged to contact the HOA board should their street get missed or with questions. The best way to connect with the board is email: crestedhillshoa@gmail.com
